Boot Block Policy
Due to the increased number of requests to hold boot blocks, the following policy will establish an approval system for conducting boot blocks within the City of Oswego.
A complete application form (available at the City Office) must be submitted prior to a regular City Council Meeting for approval before any boot block will be considered, except in the event of a national, state or community disaster where an emergency fundraising activity could be approved by a committee – to be determined by the Mayor.
The following items will determine the criteria for approval of a boot block:
- Fundraising events to benefit one individual or a selected few will not be permitted.
- The fundraising event must benefit the community or an Oswego school as a whole (i.e. PTO, Project Prom, etc.) OR to benefit a charitable organization (i.e. MDA, Knights of Columbus Tootsie Roll Drive, American Heart Association, Red Cross, etc.)
- Boot blocks will be limited to one in an eight week period, except for emergency approval.
- Safety vests (orange or bright yellow) and cones or barrels must be used by all groups.
- Only persons eighteen (18) years of age or older may participate in the fundraising event.
- All groups will have a large sign(s) posted where all vehicles can easily see who is conducting the boot block, and explaining what the funds will be used for (if it is specific), OR signs will be clearly noted with the same information on collection containers.
- All groups will provide some type of “receipt” to show the vehicle has “already given” and is large enough to be seen on the dash of a car when driving through the intersection again.
- Any reports of heckling drivers, etc. will result in the group losing their opportunity to participate in future boot blocks.
- There must be some type of traffic control such as advance warning signs letting people know there is a fund raising activity ahead.
- Boot blocks may be held no longer than 5 hours. They cannot begin any earlier than 1 hour after sunrise and cannot end any later than 1 hour before sunset.
City personnel will call and advise the Kansas Highway Patrol Office in Chanute in advance the city has issued a permit for a particular time and date upon approval.
This policy was approved by the Governing Body of the City of Oswego, Kansas on the 9th day of June, 2008.
